Unless Donald Trump was sworn in secretly in 2020, the United States has/have no President except a President of Vice (how Joe Biden was repeatedly introduced during a debate).
Unfortunately Congress is corrupted to an almost complete degree as well.
One would be lucky to find even ten percent of the 535 members that aren't controlled by MIC or Pharma / medical industrial complex.
It has to be the people who refuse to comply enmasse.
I have only the slightest hope of any congress person standing against the overwhelming majority of those who would, have, or will become "Mama Bear's" cubs, or the alternative of the conservative puppets for special interests. Business as usual will not be helpful. It is rotten to the core, and incremental b.s. is just soothsayers.
